Community Information

Board of School Directors Meetings

The monthly School Board and Committee Meetings are open to the public. We encourage you to attend and learn what is happening in our District and to talk with us about your ideas and concerns. The Board of School Directors holds its regular voting meeting on the third Tuesday of each month. The meeting dates, times, and locations are published in the local newspaper, on our website at www.SDLancaster.org, or can be obtained by calling the Board Secretary at 717-396-6803.

Community Involvement and Participation

The Board of School Directors strongly supports community involvement and encourages participation in the District. There are many opportunities available to community members, including involvement with parent groups in schools, volunteering to work in the school, participating in task forces and advisory groups, attending Board meetings, and supporting school activities. Statement of Policy
It is the policy of the School District of Lancaster to make our services, facilities, programs, and accommodations accessible to all persons, including persons with disabilities. If a disability prevents anyone from fully using our facilities or enjoying our services and programs, we would appreciate their input and ideas to help us better meet the needs of
the public.

If any person planning to attend a District activity has a disability and requires special accommodations or assistance, please contact the Facilities Office, 717-291-6106, at least 24 hours in advance so that arrangements can
be made.

Asbestos Management Plan

The School District of Lancaster Asbestos Management Plans are maintained in the office of each school building and are available for inspection during normal business hours. The plans may not be removed from the school office, but copies may be provided upon written request within five working days at a reasonable cost. For questions or additional information, please contact the District Asbestos Program Manager at the Facilities Management Department, 717-291-6106. This notification is required under the regulations of the Environmental Protection Agency (40 C.F.R. 763.93(g)(4)), adopted pursuant to the Asbestos Hazards Emergency Response Act.

Integrated Pest Management Plan

The School District of Lancaster uses an Integrated Pest Management (IPM) approach for managing insects, rodents and weeds. From time to time, it may be necessary to use pesticides registered by the Environmental Protection Agency to manage a pest problem. A pesticide will only be used when necessary, and will not be routinely applied. When a pesticide is necessary, the school will try to use the least toxic product effective. Applications will only occur when general access is restricted in the area(s) being treated. Notices will be posted in these areas 72 hours prior to application and for two days following the application.

Parents or guardians may request prior notification of specific pesticide applications made at the school. To receive notification, you must be placed on the school’s notification registry. To be placed on this registry, please notify the district in writing by responding to the Facilities Office, 1020 Lehigh Avenue, Lancaster, PA 17602 and specify the school building.

Student Services

Notice to Parents of Children Who Reside in the School District of Lancaster

In compliance with state and federal laws, the School District of Lancaster hereby gives notice that it conducts ongoing activities to identify students who may be in need of various student services including special education and related services, services for protected handicapped students, services for gifted students, and services for students who are English Language Learners.

Special Education (Individuals with Disabilities Education Improvement Act of 2004)

Children age three through twenty-one may be eligible for special education programs and services. If parents believe that the child may be eligible for special education services, the parent should contact the school principal.

Children age three through the age of admission to first grade are also eligible if they have developmental delays and as a result need special education and related services. Developmental areas include cognitive, communicative, physical, social/emotional and self-help. Only students enrolled in the School District of Lancaster are eligible for services. Evaluation Process

The School District of Lancaster has a procedure in place by which parents can request an evaluation. For information about procedures applicable to your child, information, screenings and evaluations requested may be obtained by contacting your building principal.

Service Agreement Plans (Section 504 of ADA)

The School District of Lancaster provides to each protected handicapped student those related aids, services, or accommodations that are needed to provide equal opportunity to participate in and benefit from the public school program and extracurricular activities. Services are provided without discrimination or cost to the student or family.

To qualify for services under Section 504, the students must be school age and have a physical or mental disability or condition that substantially limits one or more major life activities, such as caring for one’s self, performing manual tasks, walking, seeing, hearing, speaking, breathing, learning, and working. The disability or condition impacts the student’s access to participate in the public school program. These services and protections are distinct from those under IDEA 2004.

For further information on the rights of parents and children, provision of services, screening and evaluation, and procedural safeguards, you may contact a principal in writing. Only students enrolled in the School District of Lancaster are eligible for services.

Services for Gifted Students

Screening and evaluation processes for potentially gifted students follow the identification procedures for students thought to be in need of specially designed instruction for gifted learners. Students may be evaluated throughout the school year at the request of the parent, teacher, or administrator at no cost to the family. For additional information, please contact your child’s school.

English Language Development (ELD) *also referred to as English as a Second Language (ESL)

Students whose home language is other than English may be eligible for specialized instruction to support their English Language Development. Students are screened at enrollment for English language proficiency. If a child is eligible for services, parents are notified of the educational options for their child. Students remain eligible for English Language Development services until they meet the Pennsylvania State requirements for reclassification. Important Notices for Parents

Medication/Treatment Procedures

The medication/treatment procedures of the School District of Lancaster allows administration of medication or treatment to a student during school hours in accordance with the directions of a parent and physician/dentist. Skin patches worn during the school day require a signed medication permission form.

Medication forms are for one school year and must be updated yearly. Before any medication/treatment may be administered to any student during school hours, the Board shall require:

  • The written request of the parent which shall include the name of the physician, the name of the medication, and the timing and dosage of the medication.
  • The medication must be presented in the original (most recent) childproof container, properly labeled.
  • The written order of the physician/dentist which shall include the name and purpose of the medication/treatment; the dosage, the frequencies, the time at which or special circumstances under which the medication/treatment shall be administered; possible side effects of the medication; and limitation of student activity while taking the medication/treatment.
  • Students may carry and self administer inhalers or Epipens with the written order from their physician stating that they are qualified and responsible to do this. A written request from the parent is required stating that the physician’s order is to be followed and that the school is relieved of any responsibility for the benefit or consequences of the prescribed medication. Parents shall have the right to opt-out of administration of stock EpiPens.
  • The parent (or responsible adult previously designated by the parent) is encouraged to deliver medications to the school health room. However, when someone other than the parent brings the medication to school, the medication, in a pharmacy or physician-labeled, childproof container, should be placed in a sealed envelope by the parent.
  • Unused medications shall be picked up from the school by the parent (or responsible adult previously designated by the parent) at the end of the school year or at the end of the period of medication, whichever is earlier. Any medications not picked up by the parent or designated responsible adult will be disposed of by the nurse. Unused medications will not be returned directly to students.
  • If your child is on a field trip and needs medication, we recommend a parent accompany. If a parent or nurse cannot accompany the student, the family doctor may change the time or omit the medication dose to be administered.

Your Rights Concerning Pupil Records

You should know that you have the following rights regarding the school records of your children:

  • The right to inspect and review the school records of your child. (Please call ahead for an appointment.)
  • The right to request that inaccurate or misleading information be amended and to a hearing if the school refuses to amend the records.
  • The right to control the release of personally identifiable information to third parties without consent (with certain exceptions, such as school officials—including contractors—with a legitimate educational interest, and other schools where your child enrolls). Consent to release records to those other than the parent must be given through the district’s FERPA release form.
  • The right to obtain a copy of any records being released to any third party.
  • The right to review the School District’s policy on the collection, maintenance and release of student records. Copies of the policy are available in all school offices.
  • The right to opt out of the release of “directory information” regarding your child.

Release of Directory Information

Directory information refers to the District’s record of each student’s name, address, telephone number, sex, date of birth and dates of enrollment.
The School District of Lancaster’s policy on the release of such information is to release directory information only when the Superintendent, or someone acting with his/her permission, feels it to be in the best interest of each student involved. Directory information will not be released for any commercial purposes. At certain times, lists of directory information may be released by subcategories (for example: all middle school boys, all minority students, students who left school before graduating). This will be done only when it appears to be in the best interest of the students (for example: potential scholarships, back-to-school efforts by community groups).
Any parent or guardian who prefers that their child’s name not be included on any such lists may file a written request with the building principal.

Confidentiality

All information gathered about your child by the public school, including information related to online educational services, is subject to the confidentiality provisions contained in federal and state law. The District has policies and procedures in effect governing the collection, maintenance, destruction, and disclosure to third parties of this information. For information about these policies and procedures, as well as rights of confidentiality and access to educational records, you may contact the building principal in writing.

Media Release: Use of photos, videos, audio recordings and examples of student work

As part of a comprehensive communications program, The School District of Lancaster and its affiliate schools regularly use photos, videos, audio recordings and examples of student work to highlight the talents and accomplishments of our students, the professionalism of our staff and the quality of an SDoL education. The district reserves the right to use photos, videos, audio recordings and/or student work in publications or other media material produced, used or contracted by SDoL, including but not limited to: brochures, newsletters, websites, social media, etc.

To ensure the privacy of individuals and children, parents or legal guardians may choose to have their child(ren) withheld from the district communications program by providing written notice to their child(ren)’s school(s). The written notice should be provided to the building principal.

The McKinney-Vento Homeless Education Assistance Act

The McKinney-Vento Homeless Education Assistance Act guarantees a free and appropriate public education for all children and youth experiencing homelessness. B.E.C (Basic Education Circulars) outlines procedures for deciding school placement, enrolling students, and determining responsibility. Federal and state laws make our responsibility clear. With the increased number of children experiencing homelessness currently attending the School District of Lancaster, we must provide proper educational support and services.

What is the definition of a “homeless youth” under McKinney-Vento?

“Homeless” is defined as “anyone lacking a fixed, adequate, regular nighttime residence.”

What situations fit this definition?

  • Staying in the home of other people due to unavailable housing, financial hardship, eviction or similar circumstances
  • Living in motels, hotels, trailer parks (in some instances-examples: leaking roof, no heat, etc), public places, or campgrounds due to unavailable suitable housing options
  • Living in an emergency shelter or transitional housing
  • Unaccompanied (not living in direct care of legal parent or guardian) or runaway youth
  • Refugee and migrant youth
  • Act of Nature/Fire

The law verifies that these students receive a free and suitable public education by removing barriers to school enrollment and full, basic, daily participation in school activities, including:

Parents' Right to Know

Our School District receives Title 1 funding. Title 1 requires:

  • Increased accountability for states and school districts.
  • Greater flexibility for state and local education agencies in the use of federal funding.

Under Title 1, parents have a right to request professional qualifications of their children’s teacher(s) or paraprofessional(s). This letter is to inform you of your right to ask for the following information about your children’s classroom teachers or paraprofessionals:

  • Whether Pennsylvania has appropriately certified the teacher for the grades and subjects he or she teachers.
  • Whether the teacher is teaching under emergency or other provisional status through which Pennsylvania licensing criteria have been waived.
  • The teacher’s baccalaureate degree major and whether the teacher has any advanced degrees, and if so, the subject of the degrees.
  • Whether the child is provided service by paraprofessionals and, if so, their qualifications.
