Welcoming a new social worker at Carter & MacRae and celebrating a new chapter at Milestones

At the School District of Lancaster, we know that supporting the whole child means more than academics. It means ensuring students and families have trusted advocates walking beside them through challenges and celebrating with them in moments of growth. Our social workers are at the heart of this mission.

We are pleased to welcome Caitlin Hoover as the new school social worker at Carter & MacRae Elementary School. Caitlin brings more than a decade of experience supporting children and families across Lancaster County. She began her career in mental health and case management, working with children, adolescents, and families in both therapeutic and crisis settings. Most recently, she served as a case manager at Penn Medicine Lancaster General Health, where she connected families with the resources they needed to thrive. Prior to that, she spent nearly eight years with the Lancaster County Children and Youth Social Service Agency, serving as both a caseworker and intake supervisor.

A licensed master social worker, Caitlin is deeply committed to creating safe, supportive spaces where students and families can find stability and hope. At Carter & MacRae, she will be a vital resource, ensuring students are cared for not only in the classroom but also in the challenges they face beyond it.

As Caitlin steps into this role, we also take a moment to celebrate the contributions of Amanda Fontaine, who previously served at Carter & MacRae and is now beginning a new chapter with Milestones: Comprehensive Educational Solutions.

Over the past seven years, Amanda has walked with students and families through some of their most difficult seasons, offering compassion, advocacy, and steady support. At Carter & MacRae, she built lasting connections, often reminding families and colleagues alike that being a social worker means helping to support others, being a guide during difficult times, and celebrating when they overcome their challenges.

Amanda’s new role at Milestones continues that work in a different setting, supporting students ages 5–21. The Milestones program combines academic instruction with therapeutic support, helping students achieve meaningful progress in both their education and personal growth. As part of this reimagined program, Amanda’s warmth and commitment to students will help shape an environment where young people can thrive.
