SDoL to appoint experienced administrator as HR chief

York County leader brings legal expertise and school district experience to new role

Lancaster, Pa.— The School District of Lancaster school board is poised to appoint a York County administrator and attorney as its new Chief Human Resources Officer at its board meeting Aug. 5.

Gregory Monskie is currently chief operations officer and chief administrator for the County of York, providing strategic legal and organizational advice to the three-member board of commissioners. He also oversees more than 15 departments and 1,500 full-time employees. From 2015 through 2022, Monskie served as director of human resources and chief legal and operations officer for Red Lion Area School District.

“As the Chief Human Resources Officer, my job is to support all employees in making the School District of Lancaster a wonderful, inclusive place for all students to learn and grow,” Monskie said. “I am honored to be chosen as part of this community.”

Monskie, who lives in Lancaster, holds a law degree from the Penn State University Dickinson School of Law and worked as an attorney for nearly 10 years with the Benn Law Firm in York before accepting a position at Red Lion. He also holds an MBA from Temple University and a degree in music business and management from Berklee College of Music in Boston.

“Mr. Monskie’s diverse background impressed the hiring team,” said SDoL Superintendent Dr. Keith Miles. “We especially value his deep experience in school district leadership and collective bargaining, because it is important to us to maintain our strong relationships with our employee groups while attracting new and diverse talent to our organization.”

Monskie, who is set to begin work Aug. 6 pending board approval, takes over for Angela Williams, who stepped down as human resources director last month.
